Russia will prohibit women from serving as surrogates for foreigners

Russia will soon pass legislation prohibiting foreigners from hiring Russian women as surrogate moms.

On Sunday—the country’s Mother’s Day—Vyacheslav Volodin, speaker of the lower chamber of the Russian parliament, made the announcement.

Although paid surrogacy is allowed in Russia, some religious organisations have criticised the practise for “commercialising” childbirth.

“Everything must be done to protect children by prohibiting foreigners from using the surrogacy service,” Volodin said on the Telegram messaging app. “We will make this decision at the beginning of December.”

He claimed that during the past five years, 45,000 surrogate infants have been exported. He continued, “Child trafficking is unacceptable.

The bill was overwhelmingly approved by Russian MPs during its first reading in May.

The upper house of parliament will evaluate it and President Vladimir Putin will sign it into law if it passes the final reading.
