India’s National Commission for Women released its NARI 2025 safety index in late August, one of the most cited recent data points on this subject. Alongside it, several individual cases from the past year illustrate what the national numbers look like at the level of an actual FIR, arrest, or verdict. For continuing coverage of specific cases as they develop, crime against women section tracks this on an ongoing basis.
According to NCRB data for 2023, India recorded 4,48,211 cases of crime against women, an average of nearly 51 FIRs every hour. Cruelty by a husband or his relatives was the largest single category at close to 30% of cases, followed by kidnapping and abduction, and assault intended to outrage a woman’s modesty. Rape cases alone averaged roughly 81 reported incidents a day nationally. Conviction rates in rape cases fell to 22.7% in 2023, down from 27 to 28% between 2018 and 2022, and judicial pendency in these cases exceeds 90%.
The following are specific, publicly reported cases dated to August 2026. In line with Indian law, which prohibits identifying sexual assault survivors, none of the sources used here name victims, and this summary doesn’t either.
The National Commission for Women’s NARI 2025 report, released on August 28, 2025, surveyed 12,770 women across 31 cities and produced a national safety score of 65%, meaning roughly four in ten women surveyed described themselves as feeling unsafe. Safety perceptions dropped sharply at night, on public transport, and in recreational spaces, while workplaces scored comparatively better. Public harassment was reported by 7% of all respondents but rose to 14% among women under 24, indicating that students and young professionals report disproportionately more harassment in educational and recreational settings. Kohima, Bhubaneswar, and Mumbai ranked as the safest cities in the index, while Delhi, Patna, and Jaipur ranked lowest.
Three issues come up consistently in analysis of why reported crime and case outcomes remain far apart.
Underreporting. Social stigma, fear of retaliation, and low trust in how complaints get handled all suppress reporting, particularly for domestic violence and harassment. Most researchers treat NCRB figures as a floor, not a ceiling.
Judicial delay. With pendency in these cases exceeding 90%, the gap between an incident and any resolution can stretch across years, which affects both deterrence and survivors’ willingness to see cases through to trial.
Conviction rates. The drop in rape case convictions to 22.7% in 2023 has been attributed by legal experts to weak initial investigations and inconsistent forensic evidence collection.
India’s legal framework has expanded since the Criminal Law Amendment Act of 2013, passed after the 2012 Delhi case, which broadened the legal definition of sexual assault and increased penalties. The Sexual Harassment of Women at Workplace Act, also from 2013, requires organizations above a certain size to maintain internal complaints committees. The Protection of Women from Domestic Violence Act, 2005, provides for protection orders, residence orders, and monetary relief independent of any criminal case. State-level measures, including dedicated women’s police stations, fast-track courts, and safety apps such as the QR-code initiative launched by Rajasthan Police in 2026, have expanded over the past decade, with implementation varying by state.
The cases above span multiple states, income levels, and circumstances, which is itself the point: NCRB data on crime against women isn’t an abstraction, it’s an aggregate of individual FIRs, trials, and verdicts like the ones listed here. Legal reform since 2013 has been real, and so has the persistent gap between the laws on the books and how consistently they reach a conviction. Both things are documented and true at the same time.
