Delhi Special Cell Dismantles Shahzad Bhatti’s “Social Media” Terror Module

NEW DELHI — The Delhi Police Special Cell has successfully intercepted a high-stakes terror conspiracy orchestrated by Shahzad Bhatti, a Pakistan-based gangster-turned-terrorist and alleged ISI proxy. The operation, which concluded with a series of coordinated raids across state lines this week, has uncovered how foreign handlers are now utilizing social media to recruit “disposable” foot soldiers for urban warfare.

The module’s primary objective was to execute “terror-style” shootings and grenade attacks at high-profile hotels and crowded clubs across the Delhi-NCR region to create mass panic and economic instability.

The Operation: From Gwalior to Sarai Kale Khan

The breakthrough came following a month-long intelligence operation initiated on March 31, 2026.

  • The First Catch: Acting on human intelligence, Vivek Banjara (19) was apprehended from the Dabra area of Gwalior, Madhya Pradesh, on April 16. Under sustained interrogation, Vivek revealed the whereabouts of the module’s primary shooter.
  • The Delhi Interception: Based on Vivek’s leads, the Special Cell laid a trap at Sarai Kale Khan in Delhi on April 18, successfully arresting Rajveer (21). At the time of his arrest, Rajveer was reportedly preparing to finalize reconnaissance for an attack on a prominent hotel.
  • Seizures: Police recovered a sophisticated semi-automatic pistol, six live cartridges, and two mobile phones. The devices contained encrypted voice messages and videos documenting their “test missions” for Bhatti.

Modus Operandi: The “Gig Economy” of Terror

Investigators highlighted a chilling new trend in how Bhatti—who is believed to be operating out of Dubai or Pakistan—recruits his operatives.

  • Social Media Scouting: Rajveer was initially lured through social media platforms by a handler identified as “Rana Bhai.” Handlers scan profiles for young men in financial distress or with minor criminal backgrounds, enticing them with “quick cash” and the thrill of a gangster lifestyle.
  • The “Proof of Concept” Mission: To prove their loyalty, the duo was ordered to Punjab on April 11. They were tasked with opening fire at a popular club in Zirakpur that had refused to pay Bhatti’s extortion demands.
  • A “Mechanical” Failure: The plot only failed because Rajveer’s weapon malfunctioned at the scene. Vivek recorded a video of the failed attempt to send to their handlers as proof of effort. Undeterred, the handlers sent Rajveer back to Punjab to collect a fresh weapon before dispatching him to Delhi for the hotel mission.

Who is Shahzad Bhatti?

Bhatti is a high-value target for Indian security agencies. Closely associated with Balochistan-based gangster Farooq Khokhar, he has graduated from local extortion to managing structured terror cells for the ISI. His name previously surfaced in the 2025 grenade attack on the Gurdaspur City Police Station and a widely circulated video showing him in contact with jailed gangster Lawrence Bishnoi.

“By arresting these individuals, we have not only foiled a specific attack on the capital’s hospitality sector but also exposed the remote-control nature of modern urban terrorism,” stated DCP (Special Cell) Praveen Kumar Tripathi.

With the 24-hour countdown to World Earth Day and the Tamil Nadu Elections currently dominating the national security focus, Delhi remains on “high alert” as investigators search for other “sleeper” links associated with Rana Bhai and Bhatti.
